Citizenship by investment for Pakistani citizens
A Pakistani citizen can invest in a qualifying apartment at 09 Life Residences, from AED 1,387,999 on the passport bundle, and ask for a citizenship-by-investment file for Vanuatu or São Tomé & Príncipe. Pakistan was not on the Vanuatu restricted list that agents were publishing in October 2026. That is not an approval. Due diligence still applies, and this is not a UAE passport.

Can a Pakistani get a second passport by investing?
Not by paying for a document. The route on this page is a real home in Dubai Land, then a government file. The words people type — second passport for Pakistani citizens, invest for passport, passport by investment — describe that file. They do not describe something we can hand you.
What is the minimum investment for this second passport?
The passport comes with the property. There is no additional charge for it. On the Deniz availability of 23 October 2026 the included price is the list price, not the cash discount. The lowest qualifying home is a one-bedroom, unit 208, at AED 1,387,999. The two-bedroom is AED 1,991,999. The three-bedroom starts at AED 2,298,999. Studios are not included. The heavier discounts are a different offer, without the passport.
Which programmes accept Pakistani applicants?
On 23 October 2026, secondary reports of Vanuatu’s restricted list named Iran, Iraq, Syria, North Korea, Yemen and Afghanistan, not Pakistan. São Tomé’s unit has not published a banned list. It does say some risk countries are excluded, and since 10 April 2026 it has held new applications from people who already hold three or more citizenships. Caribbean programmes have changed their own nationality rules and are not for sale here. We re-check the current list before a Pakistani file is opened.
What about dual citizenship rules in Pakistan?
Whether Pakistan lets you hold another citizenship is Pakistani law. We will not pretend to answer it. Ask a lawyer in Pakistan before you rely on keeping both passports.
How do I avoid a citizenship-by-investment scam?
A real file has a home, an escrow for the off-plan purchase, and a government that can say no. Walk away from anyone offering a passport for sale, a fast passport, or a guaranteed approval. We do not sell documents. The apartment is in Dubai Land. The citizenship decision sits with the programme.
